Organisational changes in the General Secretariat and the Administration Department

The General Secretariat and the Administration Department at the Czech National Bank (CNB) will be subject to organisational changes with effect from 1 December 2025. The Human Resources Division will be incorporated into the General Secretariat, which will now be headed by Helena Dybová. Miroslav Řehák will lead the Human Resources Division. Vladimír Kruliš will become Deputy Executive Director of the Administration Department, to which protocol will be transferred. The Bank Board approved the changes at its meeting on 27 November 2025.

The inclusion of the Human Resources Division in the General Secretariat will enable personnel management and professional development to be linked more closely with the General Secretariat’s other support activities. The post of Executive Director of the General Secretariat will be taken over by Helena Dybová, the current Deputy Executive Director of the Administration Department in charge of the Human Resources Division. Helena Dybová’s deputy Miroslav Řehák will become the new Director of the Human Resources Division

The Administration Department will be expanded to include protocol, which through this step will become more closely integrated with the activities of the CNB Congress Centre and Visitor Centre. Vladimír Kruliš, the current Executive Director of the Administration Department, will be appointed Deputy Executive Director of the Administration Department responsible for this area.

Helena Dybová graduated from the Faculty of Arts at Charles University in Prague. After completing her studies, she worked mostly in managerial positions in human resources management. She has been working at the CNB in November 2021, initially as Executive Director of the Human Resources Department and since January 2024 as Deputy Executive Director of the Administration Department.

Vladimír Kruliš graduated in marketing communication from Tomas Bata University in Zlín, where he later completed a doctoral programme in economics and management. He worked in the Office of the President of the Czech Republic as Chief of Protocol. He has been working at the CNB since April 2023, initially as a principal expert in organisation and protocol and since October 2023 as Executive Director of the General Secretariat.

Miroslav Řehák graduated from the Higher Vocational School of Information Services in Prague, specialising in information management, and from the Institute of Technology Sligo in Ireland with a degree in Business Studies. He has been working at the Czech National Bank since 2004, during which time he has held several positions in the Human Resources Division. He has served as Deputy Director of the Human Resources Division since 2010.
