Bank Board decides on managers of new supervisory departments
At its meeting on 19 September 2007 the CNB Bank Board decided, on the basis of an internal selection procedure, on the future staffing of 14 managerial positions in the Financial Market Regulation and Analyses Department, the Licensing and Sanction Procedures Department and the Financial Market Supervision Department, which, in line with an earlier Bank Board decision, will be established on 1 January 2008 in a restructuring of the CNB's supervisory units.
According to the above decision the managerial positions will be staffed as follows with effect from 1 January 2008:
In the Financial Market Supervision Department (Executive Director Leoš Pýtr):
- David Rozumek will become Deputy Executive Director of the Financial Market Supervision Department,
- Hynek Černý will become Director of the Rules of Conduct Control and Due Diligence Division,
- Robert Džmuráň will become Director of the Risk Management Control Division,
- Radek Křička will become Director of the Credit Institutions Supervision Division,
- Zuzana Silberová will become Director of the Insurance Supervision Division,
- Václav Simon will become Director of the Capital Market Supervision Division.
In the Financial Market Regulation and Analyses Department (Executive Director Pavel Hollmann):
- Petr Staněk will become Deputy Executive Director of the Financial Market Regulation and Analyses Department,
- Vítězslav Babický will become Director of the Financial Market Analyses Division,
- Jarmila Musilová will become Director of the Supervisory Support Division,
- Pavel Vacek will become Director of the Financial Market Regulation Division.
In the Licensing and Sanction Procedures Department (Executive Director Karel Gabrhel):
- Ondřej Huslar will become Deputy Director of the Licensing and Sanction Procedures Department,
- Hana Fousková will become Director of the Licensing Division,
- Petra Chroustovská will become Director of the Sanction Procedures Division,
- Ladislav Slaník will become Director of the Securities and Regulated Markets Division.
Vítězslav Babický (37) graduated from the Faculty of Mathematics and Physics at Charles University in Prague. In 2002 he graduated in economics from New York State University and was awarded a MA. At present he is continuing his Ph.D. studies in economics at CERGE-EI. In 1993-1 998 he worked as an assistant at the Faculty of Mathematics and Physics at Charles University and until 2005 as a researcher at the Centre for Economic Research and Graduate Education and at the Economics Institute of the Czech Academy of Sciences. Before joining the CNB he worked for two years as an auditor at ČSOB. He has been working at the CNB since 2007 as head of the Off-site Surveillance Unit of the Collective Investment and Pension Funds Division. He has participated in numerous foreign internships, seminars and lectures and has published articles in professional press. He speaks English and French.
Hynek Černý (50) graduated from the Institute of Chemical Technology in Prague. He worked as a portfolio manager at O.B. Invest, s.r.o. and then as a bond dealer at Raiffeisenbank, a.s. In 1996-2001 he was head dealer at Raiffeisen Capital and Investment s.r.o. From 2001 he worked at the Czech Securities Commission, where he was responsible for state inspections of bank and non-bank investment firms. In 2004 he became head of the Inspection Unit of the Investment Services Providers Division and from 2006 he continued in this position at the CNB. Since 2007 he has been in charge of the Collective Investment and Pension Funds Division. He has participated in numerous domestic and foreign seminars and courses. Since 1993 he has been a licensed broker. He speaks German and English.
Robert Džmuráň (49) graduated in systems theory from the Faculty of Mathematics and Physics at Charles University in Prague. In 2003 he passed the CIA Exam at the Czech Institute of Internal Auditors. He has been working at the CNB since July 1991, initially as database administrator at the clearing centre. From 1995 he was in charge of off-site surveillance and on-site examinations in the Banking Supervision Department. From June 1998 he was head of the unit responsible for comprehensive on-site examinations. In 2002 he became Director of On-site Supervision Division II. He is responsible for on-site examinations in banks and for validating internal models for market risk management. He has participated in numerous domestic and foreign courses, seminars and internships. He speaks English and some German.
Hana Fousková graduated from the Law Faculty at Charles University in Prague. She began her career in 1997 as a lawyer in the Municipal Property Division at Prague City Council. From 2001 she was a member of the Supervisory Board of eBanka, a.s. Between 2002 and 2006 she worked at eBanka as Director of the Legal Support Division. Since September 2007 she has been Director of the Licensing and Enforcement Division of the Banking Regulation and Supervision Department. She has participated in numerous courses on legal and management issues. She speaks English and understands Russian.
Ondřej Huslar (54) graduated in economic statistics from the University of Economics in Prague. After completing his studies he worked for 12 years as an economic researcher. In 1990-1992 he worked at the Federal Ministry of Finance. From 1992 until joining the CNB he worked in managerial positions at Česká pojišťovna, his final position there being Secretary of the Supervisory Board. Since July 2006 he has been working at the CNB as Deputy Executive Director of the Insurance Regulation and Supervision Department. He studied banking at postgraduate level at the Prague Banking Institute and has participated in numerous foreign and domestic internships and courses in financial institutions. He speaks English, German and Russian.
Petra Chroustovská graduated from the Law Faculty at Charles University in Prague. After completing her studies she worked in the private sector for a short time. From 2004 she worked at the Czech Securities Commission, first in the Legislation and Community Law section and later in the Sanction Procedures Division (managing sanction proceedings and preparing opinions regarding the capital market). Since 1 April 2006 (after the integration of capital market supervision into the CNB) she has been working in the Sanction Procedures Division of the Capital Market Regulation and Supervision Department as chief methodologist and as Deputy Director of the Division. She also currently manages the division's Methodology and Registration Unit. In 2006 she participated in a cycle of lectures and discussions at the U.S. SEC's International Enforcement Institute. She speaks English and some French.
Radek Křička (36) graduated from the Faculty of Economics at the Czech University of Agriculture in Prague. Since December 1993 he has been working at the CNB, first as an inspector in the Banking Supervision Department. In the first half of 2005 he was in charge of the Sector and Large Banks Analyses Unit in the Off-Site Banking Supervision Division of the Regulation and Supervision Department. Since June 2005 he has been Director of this division. Since 2005 he has also been a member of Joint Task Force on Crisis Management. As a CNB employee he has participated in a number of short-term domestic and foreign seminars and training programmes. He is a licensed trader on the Czech capital market. He speaks English.
Jarmila Musilová graduated in economic statistics from the University of Economics in Prague. After completing her studies she worked at the Federal Statistical Office as head of the Non-productive Sector Statistics Section until 1991. She has been working at the State Bank of Czechoslovakia and, latterly, the Czech National Bank since 1991, first as a supervisor/methodologist and later in managerial posts in the Analytical Division of the Banking Supervision Department. She is currently Director of the Supervision Support Division in the Banking Regulation and Supervision Department. She has participated in numerous seminars focusing particularly on Basel II, accounting and reporting and managerial training. She speaks English.
David Rozumek (30) graduated in finance from the Faculty of Economics and Administration at Masaryk University in Brno. From 1999 he worked in the Czech Securities Commission progressively as a specialist, methodologist, head of section and ultimately division director. Since the integration of financial market supervision into the CNB on 1 April 2006 he has been Director of the Investment Services Providers Division of the Capital Market Regulation and Supervision Department. He has participated in numerous domestic and foreign seminars and internships. He speaks English and some German and Spanish.
Zuzana Silberová graduated in mathematics and biology from the Faculty of Natural Sciences at Masaryk University in Brno. At the same faculty she also graduated in computer technology. In 2002 she was awarded a Ph.D. at the Faculty of Economics at the University of Economics in Prague. In 2003 she passed the CIA exam at the Czech Institute of Internal Auditors. She has been working in CNB Banking Supervision since May 1994. In August 2001 she became head of the Bank Internal Control Systems Unit. Since October 2006 she has been Director of the Insurance Companies Supervision Division. She has participated in numerous foreign and domestic training programmes and seminars. She speaks English and Russian.
Václav Simon (34) graduated in economics and sociology from the Philosophy Faculty at Charles University, in economic policy from the Faculty of Economics and Public Administration at the University of Economics in Prague and from the Law Faculty at Charles University in Prague. From 2000 he worked in the Czech Securities Commission, first as a specialist, then as a deputy stock exchange commissioner and from 2002 as Director of the Markets and Settlement Division. Since 2006 he has held the same post at the CNB. He specialises in supervision of trading on regulated markets, trading on the stock exchange and over-the-counter markets, settlement of securities and other transactions and capital market regulation and supervision. He is a member of numerous international institutions. He has participated in numerous domestic and foreign internships and seminars. He speaks English and French.
Ladislav Slaník (30) graduated from the Faculty of Finance and Accounting at the University of Economics in Prague. From February 2002 he worked in the Securities Issues Division at the Czech Securities Commission. In 2004 he became head of the Takeover Bids Section of that division. In this post he led a team of analysts inspecting and assessing expert reports on takeover bids. In November 2005 he became Deputy Director of the division. Since 2006 he has been working at the CNB as Director of the Securities Issues Division. He has participated in numerous domestic and foreign seminars and internships. He speaks English and some Spanish.
Petr Staněk (40) graduated from the Faculty of Economics at VŠB - Technical University of Ostrava. Before joining the Czech National Bank in 1996 he worked in several companies and held various positions of a financial nature. In 2000 he was appointed as conservator of Investiční a Poštovní banka, a.s. He then worked in the Banking Regulation and Supervision Department. Since 1 September 2006 he has been Deputy Executive Director of the Capital Market Regulation and Supervision Department.
Pavel Vacek (52) graduated in teaching of mathematics and chemistry from the Faculty of Natural Sciences at J. E. Purkyně University in Brno. Since 1994 he has been working at the CNB, from the very beginning in the Banking Supervision Department. During his time at the CNB he has worked in a number of managerial positions. He is currently a Deputy Executive Director, in charge of the Regulation Division of the Banking Regulation and Supervision Department. He has participated in numerous foreign and domestic training programmes focusing on banking market regulation. He speaks English. He is a member of the Expert Group on Capital Requirements established by the Committee of European Banking Supervisors.
