Two CNB experts take up IMF posts

From 1 November 2026, the Czech National Bank will have two representatives in the office of the Central and Eastern European constituency at the International Monetary Fund (IMF) in Washington, D.C. Tomáš Adam will become an Alternate Executive Director for the constituency. The Czech Republic will thus be represented in the leadership of the constituency office for the first time in eight years, with its representative participating in meetings of the Executive Board. Mikuláš Zeman will take up the position of Advisor to the Executive Director.

Both were successful in selection procedures that the CNB opened to all its employees for the first time. The Bank Board appointed them on the recommendation of the selection committees.

“We want our employees to have a fair opportunity to develop and put their talent to use. The experience that our colleagues will gain at the IMF will benefit not only them, but also the CNB as a whole when they return. We are proud that our people are among the best in their fields and that we can open up opportunities for them at institutions of global importance,” said CNB Governor Aleš Michl.

The Executive Board is the body responsible for the day-to-day management and decision-making at the IMF. The constituency, comprising Austria, the Czech Republic, Hungary, Slovakia, Slovenia, Türkiye and Kosovo, is headed by an Executive Director. The leadership of the constituency office also includes two Alternate Executive Directors. An Alternate Executive Director acts on behalf of the Executive Director with full decision-making authority, attends Executive Board meetings, helps formulate and coordinate the constituency’s positions, oversees their review and presents them at Board meetings. The Alternate Executive Director also participates in decision-making on global monetary and financial issues. An Advisor to the Executive Director prepares analytical materials and positions and assists in coordinating the positions of the constituency countries. Both CNB representatives will work in the interests of the constituency as a whole while also strengthening the voice of the Czech Republic and the CNB within the Fund.

Tomáš Adam has worked at the CNB since 2011. As an analyst in the Monetary Department, he focused for many years on the external economic environment, particularly developments in the euro area. In 2015–2016, he worked as a financial stability expert at the European Central Bank. Since 2019, he has served as an adviser to CNB Governor Aleš Michl. He obtained a PhD in economics from the Faculty of Social Sciences at Charles University.

Mikuláš Zeman is chief expert for international cooperation in the CNB’s Monetary Department. He has long been involved in IMF-related matters, preparing analyses and positions on issues discussed by the Fund’s Executive Board, as well as briefing materials for CNB representatives at meetings of the IMF and European institutions. He represents the CNB on the EU Sub-Committee on IMF and Related Issues (SCIMF). He obtained a PhD in economic theory from the Faculty of Economics at Prague University of Economics and Business, where he also lectures. His research focuses on monetary policy, business cycles and international economics.
