Licensing and approval proceedings - Payment institutions

The prerequisites of applications and notifications regarding the activities of payment institutions, electronic money institutions, payment account information administrators, small-scale payment service providers and small-scale electronic money issuers submitted pursuant to Act No. 370/2017 Coll., the Payment System Act, are governed by Decree No. 1/2018 Coll., on applications and notifications to perform activities pursuant to the Payment System Act.

Applications may only be submitted in electronic form, i.e. using a data box or by e-mail with a recognised electronic signature to the e-mail address of the CNB’s electronic mailroom podatelna@cnb.cz (CNB contacts). The CNB recommends the use of the forms available below.

Application and notification forms

1. Decree No. 1/2018 Coll. (hereinafter the “Decree”) lists the prerequisites of applications for a licence to operate a payment institution, electronic money institution or payment account information administrator. The CNB points out that the above-mentioned Guidelines on authorisation must also be taken into account. The Guidelines provide applicants with a greater degree of detail on the data and facts connected with the required information stipulated in the Decree.

2. Before filling in the document for the assessment of trustworthiness, it is necessary to become acquainted with the Official Information of the Czech National Bank regarding the interpretation of the terms trustworthiness and competence (pdf, 143 kB), particularly the criteria for the assessment of trustworthiness given on page 6 thereof. If the answer to any of the questions given in the document for the assessment of trustworthiness is yes, it is necessary to provide information and documents, or adduce other evidence, that will allow the CNB to make the assessment pursuant to page 6 of the Official Information.
