Responsible for

carrying on licensing, approval and authorisation activities, carrying on notification and registration activities, conducting off-site and on-site supervision and making decisions in administrative enforcement proceedings for:

  • non-bank consumer credit providers
  • non-bank investment firms
  • non-bank crowdfunding service providers
  • electronic money institutions
  • payment institutions
  • small-scale electronic money issuers
  • small-scale payment service providers
  • account information service providers
  • payment systems with settlement finality which have their registered office in the Czech Republic
  • dynamic currency conversion service providers
  • bureaux de change
  • investment intermediaries
  • supplementary pension savings intermediaries
  • insurance intermediaries and group policyholders
  • consumer credit intermediaries
  • accredited entities
  • management companies
  • self-managed investment funds
  • depositories and primary administrators of investment funds unless they are banks
  • securities issuers, with the exception of issuers falling within the competence of another CNB organisational unit
  • foreign entities with a single European licence equivalent to a licence to carry on activities of an entity listed above, to the extent stipulated by European law
  • postal licence holders whose postal licence expressly includes a postal money order delivery service
    (hereinafter “supervised entities”)

which includes the following activities:

  • licensing, approval and authorisation activities
  • notification and registration activities
  • maintaining lists, registers and databases of supervised entities
  • off-site and on-site supervision of supervised entities, focusing mainly on compliance with the rules of conduct and professional care, prudent behaviour, compliance with the duties set forth in the Consumer Protection Act and anti-money laundering and combating the financing of terrorism
  • performing checks of and imposing penalties on entities carrying on business without relevant authorisation, where this power is given to the CNB by legislation in the department’s area of competence
  • supervision of entities after the expiration or revocation of a licence or authorisation under special legal rules
  • enforcement activities in respect of supervised entities
  • activities in the area of securities issues and public offers, with the exception of issuers falling within the competence of another CNB organisational unit
  • consumer protection.
